According to Justice Sai, by giving the students prospectuses, the Mfantsipim School had given the parents and their wards a “legitimate expectation”. This means, by providing the prospectus, the school encouraged the idea of the students being admitted into the school. Once the encouragement was provided, the other parties are entitled to rely on it and take action as such. Failure to pull through with the implied actions mean the parents and their wards can take GES to court.
He added that the after the self-placement system, the school provided the students with prospectuses which means the school was willing to admit them.
In Ghana, it is a common idea that, once a student has received a prospectus from a school, the student has been received since the prospectus contains items that the student would use in their stay at the school.
HISTORY
A number of first-year students and their parents found themselves stranded on September 15 at Mfantsipim School in Cape Coast. They arrived that morning with their trunks and chop boxes on but were turned away by the school authorities. The authorities claim the students had been wrongly placed under the Self-placement system since there was no space for them in the school.
Sabotage
The difficulty and headaches parents and their wards are experiencing are apparently the result of some mischievous parties to sabotage the CSSPS.
Minister of Education Press Conference
At a press conference on Thursday, Minister of Education, Dr. Matthew Opoku-Prempeh, claimed the slips printed before the self-placement module portal did not have the necessary information necessary for admission.
This is what he had to say in an interview with Graphic Online
“If you look at the slips, the two self-placement modules slips, you see the real slip has clearly on it self-placement, [and] not only that, it tells you the track, the time school is reopening and whether the child is a boarding student or day student. But the fake one that came out, if you see, it has no self-placement embossed and some of the kids went to the school without indication of the track or when the school was opening. The residency was also not shown,” he said.

Reaction
According to Justice Sai, the GES would have to do more than give statements about the system being hacked. Justice Sai recommends the GES conduct an investigation and present the report to the populace. The evidence needs to show how it was compromised and who was able to accomplish such a feat.
He also admitted that, even if GES is found culpable by court and is ordered to give the students admission, the schools may still be unable to accommodate the students since they do not have space for them.
